In Warner Robins, the residents and City Council members all knew the City had a problem with blight and they were tired of talking about it – they wanted to get something done. Mosaic’s Blight Study and Reduction Plan surveyed conditions in target neighborhoods to set a baseline against which future improvements can be measured. Our physical observations were supported with data on vacancy rates, property values, and code enforcement cases. After determining the most pervasive types of blight, we studied causes to understand why the blight conditions were occurring.
Mosaic then developed a data-driven, evidence-based Blight Reduction Action Plan containing strategies sourced from comparable communities and vetted for feasibility by local staff. While many strategies will be the responsibility of the City, the Action Plan also included tactical, community-led initiatives to take advantage of the enthusiasm of local advocates ready to roll up their sleeves and get to work.
