Harris County, home to over 4.8 million residents across 34 municipalities, engaged Mosaic to develop a Fair Housing Assessment that merged multiple HUD requirements into a hybrid report responsive to evolving federal guidance. The project required navigating urban and rural dynamics and synthesizing input from diverse populations. Mosaic led an inclusive engagement process—facilitating precinct-level open houses, resident focus groups, numerous pop-up events, and multilingual surveys (English, Spanish, Vietnamese)—to ensure broad participation, especially from communities facing fair housing barriers. We addressed challenges such as reconciling disparate data sources and post-disaster displacement concerns by integrating local datasets (e.g., My Home Is Here), producing custom ArcGIS maps, and authoring white papers on segregation, eviction, and disaster recovery impacts. A collaborative goal-setting workshop translated community input into actionable priorities. The final assessment positioned Harris County to meet its fair housing obligations while advancing equity-focused planning. Mosaic’s work demonstrates our capacity to lead complex, data-driven initiatives with creative, community-centered strategies.
