Located on the edge of the Virginia Peninsula and surrounded by the Chesapeake Bay, the city of Hampton is a historic, waterfront community that is the heart of the greater Hampton Roads region. The City partnered with Mosaic Community Planning in the development of its 2025-2029 Consolidated Plan, 2025 Annual Action Plan, and Fair Housing Assessment.
To identify housing and community development priorities, Mosaic’s team used a variety of engagement methods in February 2025 that included community forums with the Neighborhood Commission, Mayor’s Committee for People with Disabilities, City staff, and local business leaders at Hampton City Hall. Targeted resident focus groups were held in partnership with existing organizations to include a wide range of perspectives. Individual interviews were conducted with key stakeholders to gain a deeper understanding of the city’s unique needs and challenges. Lastly, a Housing and Community Needs Survey was available to gather input regarding funding priorities and needs, receiving a total of 252 responses.
In addition to the robust community engagement conducted, data analyses using available federal, state, and local resources were performed to produce a series of graphs, maps, and tables included in the Consolidated Plan and Fair Housing Assessment. The combination of this data and community input led to the identification of barriers to fair housing choice and strategic priorities for the next five years.
