Marin County partnered with Mosaic Community Planning in the development of its 2025-2029 Consolidated Plan and 2025 Annual Action Plan with a particular focus on engaging with historically underserved populations. To accomplish this, the planning team partnered with community-based organizations to host a series of four neighborhood meetings across the county in the communities of Novato, San Rafael, Marin City, and Point Reyes Station. The team conducted a series of targeted resident focus groups with Spanish and Vietnamese-speaking populations, persons experiencing homelessness, and families with children. Input was also collected through a survey that received over 350 responses, interviews with key stakeholders, and pop-ups at community events that included a farmers market, food bank distribution, and health and wellness fair.
Based on community input and data analysis, the County’s Consolidated Plan identified a set of goals and funding priorities for housing, community infrastructure & capital projects, and public services that were presented to and approved by the County’s Priority Setting Committee. These goals informed the projects selected for funding in the 2025 Annual Action Plan.
Additionally, the County received a significant influx of program income from the sale of two CDBG-funded properties in December 2024, prompting the need for a substantial amendment to its 2024 Annual Action Plan. Mosaic assisted the County in preparing this amendment, following relevant guidelines for community engagement and public notice, and updated the County’s Citizen Participation Plan to allow for greater flexibility in future years.
