The City of Greenville, NC, was interested in providing a wide range of community engagement opportunities for residents in order to receive meaningful community input on opportunities, goals, and strategies, as well as feedback on the City’s existing strategies and programs. To achieve these goals, Mosaic designed a comprehensive community engagement process that provided a foundation for development of the Consolidated Plan’s five-year goals and priorities, the Annual Action Plan’s projects, and goals and strategies in the Assessment of Fair Housing and Neighborhood Revitalization Strategy (NRSA).

Our team hosted a series of virtual and in-person community workshops to support interactive discussions of housing, community development, fair housing, and access to opportunity in Greenville. Focus groups and in-depth individual interviews provided opportunities for engagement with a wide variety of stakeholders, representing a range of viewpoints. Focus groups were held with staff and clients of local nonprofit organizations, and a community-wide survey engaged residents and stakeholders in housing and community development issues. The project website provided an overview of the Assessment of Fair Housing and Consolidated Plan, as well as information about community workshops, a link to the housing and community needs survey, and related resources.

Greenville’s Consolidated Plan and Annual Action plan detailed priorities, goals, and projects based on the community’s input. The Assessment of Fair Housing included extensive mapping and data analysis regarding segregation and integration, concentration of poverty, access to opportunity, and housing needs. Our team identified six impediments to fair housing choice in the city and developed detailed strategies to address them. The West Greenville NRSA identified housing, infrastructure, and economic development goals specific to the West Greenville neighborhood.
