Woodland is a compact, fast‑growing community located just northwest of Sacramento. Its small geographic footprint, strong agricultural heritage, and deep commitment to children, seniors, and long‑time residents reflect a desire to preserve Woodland’s close‑knit character while preparing for continued population growth and rising housing pressures.

Mosaic partnered with Woodland to develop the 2025–2029 Consolidated Plan and a new Analysis of Impediments to Fair Housing Choice, tailoring our approach to the City’s scale, values, and community identity. Despite Woodland’s modest size, the project required a full, multi‑modal engagement strategy including an informational project website, community meetings, five specialized‑needs focus groups, a service provider survey, three pop‑up events, and a community survey. This ensured that residents across age groups, abilities, and housing situations could meaningfully shape the City’s goals.

The resulting plans reflect Woodland’s emphasis on youth and senior wellbeing, neighborhood stability, accessible housing, and fair housing awareness, as well as the community’s clear desire for more affordable rental options, improved transit access, and expanded services for residents with disabilities and those experiencing homelessness. Mosaic’s work centered on translating these local priorities into actionable strategies—grounded in data, aligned with HUD requirements, and reflective of Woodland’s vision for a safe, welcoming, and equitable community.
