Since 2014, Mosaic Community Planning’s team has led HUD grant planning efforts for Waukesha County and the HOME Consortium, comprised of Jefferson, Ozaukee, Washington, and Waukesha Counties. Our work includes three Five-Year Consolidated Plans and accompanying Annual Action Plans (completed in 2015, 2020, and 2025), the HOME Consortium’s HOME-ARP Allocation Plan (2023), and a fair housing study for the four-county area (2015).
An overview of housing needs and supply levels laid the groundwork for each plan and analyzed data for both Waukesha County, which receives an annual CDBG entitlement grant, and the Consortium, which receives an annual HOME entitlement grant.
Mosaic coupled the housing needs and market analysis with community input collected through public meetings, bilingual surveys, stakeholder interviews, and project websites. We held meetings within each county, ensuring that the resulting plans reflected how housing needs vary by geography.
Over the last ten years, Waukesha County and the HOME Consortium adjusted their HUD grant programs to better respond to local needs as identified in the Consolidated Plans. Waukesha County shifted the focus of its CDBG funding from economic development to public facilities, reducing duplication of effort with the Waukesha Area Chamber of Commerce. The HOME Consortium increased its per unit subsidy to $100,000, reflecting recent increases in land and development costs, and added a tenant-based rental assistance program to provide short-term rental assistance to households in need.
