Anaheim’s planning environment is unusually complex: a large and diverse Spanish‑ and Vietnamese‑speaking population; one of the nation’s most significant tourism economies anchored by Disneyland; and a dual role in which the City not only administers CDBG, HOME, and ESG funds for its own jurisdiction but also serves as the HOPWA grantee for all of Orange County. These dynamics required a planning approach that was culturally responsive, operationally precise, and deeply coordinated across multiple systems of care.
Mosaic partnered closely with Anaheim’s Housing & Community Development Department to design and execute an engagement process that was both authentic and multilingual, while also meeting a highly compressed project schedule. Engagement included four in‑person community meetings, two virtual sessions, three pop‑up events, two specialized‑needs focus groups, ten stakeholder interviews, and a community survey available in English, Spanish, and Vietnamese. This structure ensured that residents, service providers, and hard‑to‑reach populations could meaningfully shape the City’s priorities.
Midway through development, HUD released new Consolidated Plan requirements that significantly expanded analytical and narrative obligations. Mosaic worked in real time with Anaheim staff to integrate these changes—revising needs assessments, updating strategic sections, and restructuring goal frameworks—while preserving the City’s core priorities and equity commitments. This rapid, collaborative response ensured that the final Plan met all updated federal standards and remained aligned with Anaheim’s long‑term vision for housing, homelessness, and community development.
